The latest version of the Smart Send plugin for WooCommerce allows you to finalise or ‘fulfill’ quoted shipping prices from within the related order in WooCommerce. This can be done automatically if you check the ‘auto fulfillment’ option on the settings page: Shipping fulfillment can only occur if the order status is ‘processing’ or ‘completed’.
